How to Become an ATMO or CNSSO

The Civil Aviation Authority of the Philippines (CAAP) is launching the Civil Aviation Officer Candidate Scholarship Program (CAOCSP) Batch 02 to find young, competent men and women who will join the country's elite line of Air Traffic Management Officers (ATMOs), formerly Air Traffic Controllers or Airways Communicators, and Communication/Navigation Surveillance System Officers (CNSSOs).

A. General Qualifications

     1. Natural born citizen of the Philippines
     2. single
     3. not more than twenty-six (26) years old as of June 20, 2016,
     4. physically, mentally and psychologically fit,
     5. of good moral character,
     6. with good command of oral and written English
     7. without criminal, civil or administrative case, and
     8. has not been dishonorably separated from Government or private service.

B. Additional Qualifications: Air Traffic Management Officer (ATMO)

     1. Baccalaureate degree holder of any course, Baccalaureate degree graduating students may apply upon submission of a Certification from the School Registrar that they will graduate by May 2016 or earlier. Transcript of Records or Certificate of Diploma must be submitted by June 1, 2016.
     2. computer literate, and
     3. with 20/20 vision without corrective lenses, and not color blind.
C. Additional Qualifications: Communication/Navigation Surveillance System Officer (CNSSO)

     1. Baccalaureate degree holder of any of the following:
         a. Electronics and Communications Engineering,
         b. Electrical Engineering
         c. Computer Engineering
     2. with 20/20 vision and not color blind
     3. must be a holder of RA 1080 or holder of Career Service Professional (CSP) Eligibility.

Submit accomplished application forms with:
  • Proof of graduation (College Diploma or Registrar's Certificate) 
  • Transcript of Records - authenticated copy
  • Birth Certificate - photocopy
  • Barangay Clearance - original copy
  • Police Clearance - original copy
  • NBI Clearance - original copy
  • Court Clearance - original copy
  • 2 pcs. of 2" x 2" photo (on white background)
on or before 5:00PM of March 23, 2016 to the HRMD Division of the CAAP in Pasay City, the Area Manager, or the Manager of any CAAP-operated airport.

Applications with incomplete requirements will not be accepted.

Applicants must pass the nationwide examination on April 02, 2016 (Saturday) to be held simultaneously in the Civil Aviation Training Center (CATC) in Pasay City and in the airports of Laoag, Cebu, Iloilo, Zamboanga, and Cagayan de Oro Puerto Princesa. Successful examinees must also pass a panel interview and  physical examinations.

Successful applicant will be trained for free through the CAOSP. Graduates of the program will join the select men and women of the CAAP who are dedicated to keeping the Philippine skies safe.

CAOCSP Benefits/Privileges
  • Monthly living allowance (including food allowance) - ₱9,000.00

CAOCSP Program: Things to know

The CAOCSP Program has two components, the ATS part (for Air Traffic Management Officers) and the ANS part for (CNSSO). Both the ATS and ANS trainees are expected to graduate within 6 (six) months, after completing the theoretical and laboratory phases of their training programs.

Philippine Air Traffic Management Officers

Currently, there are about 470+ Philippine Air Traffic Controllers, assigned to different Air Traffic Control (ATC) facilities in the country, and about 200 Airways Communicators assigned at different ACOMS facilities. See actual ATS technical personnel deployment.

Philippine Air Traffic Management Officer's Salary

An Air Traffic Control Assistant (Job Order) is paid on a daily basis (₱1,400.00/day for non-rated. ₱1,900.00/day for rated ATMO). The starting salary for a Philippine ATMO is at ₱42,000.00 per month (Regular Employee/Plantilla Item Holder) plus about ₱4,000.00 monthly allowance.

Philippine CNSSO's Salary

The Job Level of Communication/Navigation Surveillance System Officer I (entry level position) is JL-14 or about ₱42,000.00 per month (Regular Employee/Plantilla Item Holder).
