The CAOCSP Program has two components, the ATS part (for Air Traffic Management Officers) and the ANS part for (CNSSO). The ANS trainees are expected to graduate after 6 (six) months, while the ATS trainees are expected to graduate after 10 months, upon completion of the theoretical and laboratory phases of their respective training programs.</div>

Currently, there are about 470+ Philippine Air Traffic Controllers, assigned to different Air Traffic Control (ATC) facilities in the country, and about 200 Airways Communicators assigned at different ACOMS facilities. The vocation of being an Air Traffic Controller is highly technical, and not everyone's cup of tea, you'll have to continue and complete the training with great effort and heart in it to become one.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The <b>Comprehensive Air Traffic Service</b> (CATS) Course is a 10 months long training course and is the most difficult part of becoming an Air Traffic Controller. The course has three phases, namely: 1) Theoretical, 2) Laboratory, and 3) On-the-Job Training, which of course must be taken seriously. There are at least 17 subjects for phase 1 to be taken within 9 weeks, and which you <u>must</u> pass in order to proceed to the next phase of the course. In phase 2 there are three subjects which you must pass, the entire class will be divided into three groups and each group will rotate or be assigned to ATC facilities (tower, radar, acc). Only after completing the course that you can obtain your airman's license and be fully eligible for the Air Traffic Controller (ATMO) position.</div>

There were different programs designed to produce controllers in previous years, prior to CATS course was the BATS (Basic Air Traffic Service). There were 13 batches of BATS then it became CATS. CATS was first implemented in 2008 and will end next year (2016). The CATS or Comprehensive Air Traffic Service course is the designed program offered for aspiring Air Traffic Controllers (or Airways Communicators) in the Philippines. The first competitive exam, for CATS, was administered on November 2008. There were 37 successful applicants who passed the qualifying exam for CATS 01. This year's batch/class (CATS 09) of trainees of CATS course, who are expected to graduate in January/February 2016, will be the last. There will be no more CATS 10.</div>

The CATS course will be replaced by a new program - the officer candidate program (I don't know yet the official name). There is a joke about the name of the new program, before was the BATS, next is CATS, then the next would be DOGS! haha... Unfortunately, the name of the program is CAOCSP. CAOCSP for aspirant Air Traffic Controllers and ANS Personnel in the Philippines will be military/semi-military styled, and the trainees will be called cadets (or cadettes). From the previous 10 months long CATS course, the new program is designed for a duration of 12 months. This new program will be in a form of a scholarship and will be subsidized by the government, unlike the previous programs where the trainees are the ones to shoulder their living and other course-related expenses.<br />

The cadets (cadettes) will receive the following benefits/privileges:<br />
<ul>
<li>a monthly living allowance (stipend) from the government;</li>
<li>food and lodging for the entire duration of the training/course;</li>
<li>uniform for the training;</li>
</ul>

Note: The rules, which must always be observed within the CATC, including but not limited to other CAAP premises, may be patterned or may be similar from the strict rules of existing military academies in the Philippines, i.e., PMA, PNPA. Although the rules for the CATS course is also strict, but, expect a much tougher rules with regards to the new program.</div>

The new program is expected to be implemented this year (2015). If you are an aspiring Air Traffic Controller, first, you'll have to take and pass the competitive exam for admission to the new training program, just like the old ones. The competitive exam will be administered by the Civil Aviation Authority of the Philippines likely within this year.</div>

<b>CATS Qualifying Exam</b><br />

The exam is comprised of four parts, namely: <i>General Information, Mathematics, Logic, and Verbal (English/Filipino).</i> The exam is very similar to the civil service exam in terms of the scope (I even encountered the same test items to the civil service exam when I took it). However, unlike the civil service exam, each test portion in the CATS qualifying exam is a 50-item test, thus the CATS exam is a 200-item test. The exam duration is 120 minutes or 2 hours.</div>

I once took the CATS qualifying exam (08th CATS) on May 2014 at the Manila Civil Aviation Training Center (CATC) at Pasay City. There are two other exam venues, one in the Visayas (Mactan) and one in Mindanao (Davao). Luckily, I managed to pass the qualifying exam.<br />

If you passed the exam, you - the successful examinee, will undergo a <b>panel interview</b>. The members of the panel are usually the heads or chiefs of different air traffic service facilities around the country. There were 3 members of the panel during our interview (CATS 08), there were 5 members during the interview for CATS 09.<br />

If you passed the interview, you will be referred to the CAAP HR to get a referral slip in order to take the <b>medical/physical examination</b> which will be administered at the CAAP Flight Safety Aviation Medicine. (Although, you can take some medical tests, such as drug test and urinalysis, from other reliable medical facilities.)</div>

Take note that during the acuity test, if the doctor finds out that you are colorblind, then you'll be automatically disqualified from the training course. Although if you're near-sighted, you will be required to have corrective lenses. On the other hand, if you have existing medical illness, such as, pneumonia or weak lungs, etc, then you will be diagnosed and required to undergo medical treatment.<br />

<b>Comprehensive Air Traffic Service (CATS) Course</b><br />
<br />
Once a medical clearance has been issued, stating that you are mentally and physically sound, then you will now be included in the final and official rooster of CATS course trainees and is definitely qualified to undergo the CATS course training.<br />
<br />
The Comprehensive Air Traffic Service (CATS) course is a ten (10) months long training. Upon completing the training you'll have to take the English Language Proficiency (ELP) Test and obtain your air traffic controller license. Once you have obtained a license, then you will be hired as an Air Traffic Assistant or as an Air Traffic Management Officer (ATMO) I if there are available/vacant plantilla items.</div>

The <b>Philippine Air Force</b> (Hukbong Himpapawid ng Pilipinas) is the aerial warfare service branch of the <b>Armed Forces of the Philippines</b> (AFP) and one of the three uniformed services of the Philippines. Initially a part of the Philippine Army (PA), the PAF was formed as a separate branch of the military on July 1, 1947 under Executive Order No. 94. The PAF has the size of 17,000 active personnel which operates its bases and all the aircraft in its inventory.</div>

<b>The Qualifying Exam</b><br />

Just a week and a day had passed after my graduation when I took the Philippine Air Force Officer Candidate (PAFOC). It was held on the 10th of April. I barely managed to take the exam at that time. Because on the day of the exam, the required copies of my official transcript of records (OTR), which I likewise barely managed to have a copy, were not certified true copies.</div>

On the very day of the exam, I woke up very early in the morning and went to the University Registrar to have my copies authenticated and it was about nine o'clock in the morning when I successfully completed the exact required documents. The exam venue was just hundreds of meters away, so I immediately hurried to that location. Dang! I was an hour late, though the exam had not yet began but the orientation has just finished. I was asked by one of the proctors why I was late. I answered her (she's a lady officer) truthfully. Then she asked for my age, and answered that I just turned 20. Then she said to me that I can still take the exam for the following year and that I am still very young and have lots of chances to take the exam. She then told me to just prepare and ready everything for next year's exam.</div>

So there I go feeling depressed. I went to a canteen nearby and spent about an hour in solitude, feeling depressed. However out of the blue, I decided to peek at the testing center. So I went. Then happened next, "Hey, where have you been? We've been looking for you. We thought you already went home. Come, hurry and get ready to take the exam.", said one of the proctors, I was surprised but excited at the same time. I was eventually allowed to take the exam together with a bunch of fellow late examinees. They've just decided to have a second batch for PAFOC qualifying exam since there is quite a number of examinees who came late.</div>

The examination is comprised of two parts. The second part is divided further into three parts. There are two separate answer sheets and four separate test booklets for the exam. Both the first and second parts must be finished within the allotted time limit, however, the first part has a shorter time allotment considering the number of items to be answered. The exam is focused on General Information/Education (Math, Science, Verbal, Logic).</div>

Luckily, when the exam result came out, I was among the 150 officer candidate (PAFOC) applicants, from the entire country, who passed the qualifying exam.</div>

<b>How to join the Philippine Air force?</b><br />

Just like any other field, in order to join, there are procedures which must be followed. For the Philippine Air Force, same as the other uniformed services of the Philippines, (the army and the navy,) first you'll have to pass the written qualifying exam. Then you'll still have to pass other exams, such as, physical fitness test, medical examination, and in other cases, another special written examination. </div>

<li>Not less than 18 y/o and not a day older than 23 y/o upon admission for training (born from 17 March 1993 to 18 March 1999)</li>
<li>Earned at least 72 college units </li>
<li>With good moral character </li>
<li>Physically and mentally fit for military training</li>

<li>Not less than 21 y/o or not a day older than 29 y/o upon admission for training (born from 01 August 1987 to 01 August 1995)</li>
<li>Single, never been married nor have any legal obligation to support a child or children </li>
<li>Physically and mentally fit for military training </li>
<li>With good moral character</li>
</ul>

Fill out the application form properly and correctly. You may submit photocopies of your NSO birth certificate and TOR but it is suggested that you also bring the original copies to prove the authenticity of the photocopies.<br />

Once you've passed the written examination, you will be asked to submit additional documents and requirements for reference like NBI clearance, marriage contract of parents, etc. You’ll also need to pass a Physical Fitness Test which includes push ups, sit ups, and 3.2 km run.</div>
