Former President Rodrigo Roa Duterte signed a Joint Resolution in 2018, leading to an increase in the salaries of various uniformed personnel such as the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP)

The PNP Salary Grade for 2023 has been updated, along with the corresponding ranks:


Base Pay

The base pay refers to the fixed monthly amount received by uniformed personnel in the PNP.

In compliance with Joint Resolution No. 1, the fourth tranche of the modified salary schedule has been implemented, covering "uniformed personnel under the Department of Interior and Local Government (DILG)." This includes the National Police Commission (NAPOLCOM), responsible for the administration and control of the Philippine National Police (PNP).

As a result of the implementation of the fourth tranche of the modified salary schedule, the following are the base pay rates for all PNP uniformed personnel:

Longevity Pay (also known as Long Pay)

Longevity Pay is a benefit granted to uniformed personnel of the department based on their years of service. For every five (5) years of service, personnel are eligible for a longevity pay equal to ten percent (10%) of their basic monthly salaries. The calculation of years of service starts from the date of the personnel's initial appointment in the AFP or appointment in the police, fire, prison, or other allied services, up to the integration of the PC and the INP. It is important to note that the total amount of longevity pay received cannot exceed fifty percent (50%) of the basic pay.

Regular Allowances

All uniformed members of the PNP receive the following allowances in addition to their basic salary on a regular basis.

Quarter Allowance

This stipend is given to officers and non-officers who do not have access to living quarters or housing units provided by the PNP, or where their families can be accommodated under the PNP's arrangements.

If individuals have already been allocated housing units or living quarters, they forfeit this payment to the PNP Housing Board.

Clothing Allowance:

This stipend is allocated to cover the expenses associated with maintaining the uniforms that PNP members are required to wear daily. Both officers and non-officers receive a monthly rate of ₱200.00 for this allowance.

Regular Subsistence Allowance:

All uniformed PNP members receive this stipend to assist with the costs of their daily meals. The allowance amounts to ₱150.00 per day or ₱4,500.00 per month.

Hazard Pay:

In acknowledgment of the risks involved in law enforcement, uniformed personnel receive a fixed Hazard Pay allowance of ₱540.00 per month.

Laundry Allowance:

This allowance is granted to PNP uniformed personnel who regularly appear in public, attend ceremonies, and are assigned to units or activities that require them to maintain a presentable uniform at all times. The rates for this allowance are as follows:

Officers: ₱60.00 per month (paid monthly)
Non-Officers: ₱30.00 per month (paid monthly)

Gratuity:

This benefit is extended to recipients of the Medal of Valor. A monthly gratuity of ₱20,000.00 is provided to the awardee.

Personnel Economic Relief Allowance (PERA):

PNP uniformed personnel below the rank of Police Major, including PNPA cadets, receive a monthly allowance of ₱500.00 as part of PERA. Additionally, due to the rising cost of living, an extra incentive of ₱1,500.00 is provided. The current total PERA is ₱2,000.00 per month.

Hospital Subsistence Allowance:

This allowance is a supplementary benefit to the regular subsistence allowance and covers the provision of free daily meals to PNP uniformed personnel while they are hospitalized in PNP medical facilities. The allowance is set at ₱30.00 per day.

Civil Disturbance Control (CDC) Subsistence Allowance:

In order to support the meal requirements of PNP uniformed personnel involved in Civil Disturbance Control operations, an additional daily allowance of ₱30.00 is provided on top of their regular subsistence allowance.

Training Subsistence Allowance:

During local training in the AFP, PNP training college, OJT, or schooling in a local educational institution where PNP personnel gain knowledge, skills, and experience for professional or career advancement, they receive an extra payment known as training subsistence allowance. The rate is set at ₱30.00 per day for the entire duration of the course.

Combat Duty Pay (CDP):

PNP uniformed personnel engaged in actual police operations receive a fixed monthly allowance of ₱3,000.00 known as Combat Duty Pay.

Combat Incentive Pay (CIP):

PNP uniformed personnel actively involved in combat against insurgent, militant, and lawless elements receive a daily allowance of ₱300.00 as Combat Incentive Pay. Subject to the following conditions: 
  • the operation must be for a specific c o m b a t mission that is duly covered by a Mission Order (Letter Order);
  • the personnel involved in combat must be in the published task organization of the PNP Mission Order;
  • the total additional combat incentive pay for each individual shall not exceed three thousand pesos (₱3,000.00) per month; and
  • the combat incentive pay shall be over and above the combat duty pay of ₱3,000.00 for qualified uniformed personnel of the PNP.

Radiation Hazard Pay:

PNP personnel with occupations involving exposure to excessive levels of radioactive elements receive a form of incentive pay. The additional allowance should not exceed 15% of their authorized base pay according to rank.

Hazardous Duty Pay:

For PNP uniformed personnel exposed to specific occupational hazards, elements, or jobs with high risks to life, limb, or health, Hazardous Duty Pay is granted. This allowance is equivalent to 50% of the authorized base pay according to rank.

Specialist Pay:

Deserving PNP non-officer personnel who have demonstrated proficiency, effectiveness, and specialized knowledge in specific police duties receive Specialist Pay. This is granted even if they are not assigned in critical areas that qualify for combat pay.

Sea Duty Pay:

PNP personnel assigned to PNP units for law enforcement duties in inland waters, coastal areas, and territorial waters receive Sea Duty Pay. The PNP Maritime Command provides a monthly rate of 25% of their base pay, paid monthly or quarterly.

Flying Pay:

Pilots and crew members of PNP aircraft who undertake regular and frequent aerial flights receive Flying Pay. PNP pilots with valid licenses and meeting the monthly flying time requirement of four (4) hours receive Flying Pay equivalent to 50% of their approved base pay.

Capital Region Command (CAPCOM) Incentive Pay:

In recognition of the unique mission and functions of CAPCOM within the Metro Manila region, all PNP uniformed personnel assigned to CAPCOM receive an incentive pay. This applies to personnel assigned to any of the five (5) Police District Commands. The regular allowance is ₱2.50 per day or ₱75.00 per month.

Special Clothing Allowance:

Uniformed PNP personnel who regularly appear in public, attend ceremonies, or are assigned to units/activities requiring a presentable uniform at all times receive Special Clothing Allowance. The amount is ₱300.00 for PCOs and ₱150.00 for PNCOs. An additional maintenance sum is charged: ₱80.00 for PCOs and ₱40.00 for PNCOs.

Initial Clothing Allowance (ICA):

All PNP recruits joining the force for the first time, regardless of PCO or PNCO designation, receive an initial clothing allowance of ₱20,000.00.

Replacement Clothing Allowance (RCA):

After completing three years of uninterrupted service, starting from the year of enlistment in the uniformed service, personnel are eligible for the Replacement Clothing Allowance (RCA). The RCA rates will undergo the following adjustments:

Burial Allowance:

Burial Allowance is a financial assistance provided to the family of a deceased PNP uniformed personnel, irrespective of the circumstances surrounding their death.

Apart from the standard and incidental allowances, PNP uniformed personnel enjoy various additional benefits, which include:

Anniversary Bonus:

This bonus is granted to PNP uniformed personnel who have completed at least one (1) year of service as of the milestone year (15th anniversary and every five (5) years thereafter). To be eligible, personnel must not have been found guilty of any work-related offenses within the five-year period between milestone years. The bonus payment is capped at ₱3,000.00 or less.

Mid-Year Bonus (13th Month Pay):

Equivalent to one (1) month's basic salary as of May 15, the Mid-Year Bonus is given to personnel who have completed a minimum of four (4) months of satisfactory service and are still actively serving as of the same date. This bonus is issued no earlier than May 15 each year.

Year-End Bonus (14th Month Pay):

Issued in November of each year, the Year-End Bonus is equal to one (1) month's basic salary and is granted to PNP personnel.

Performance Based Bonus (PBB) [Trending and Most Awaited]:

The PBB is implemented in two (2) phases and can range from one (1) month to two (2) months of basic pay. It follows a progressive rate scheme, where the amount increases in accordance with the role and responsibility of enhancing agency efficiency.

Productivity Enhancement Incentive (PEI):

The PEI is disbursed to all eligible government employees no earlier than December 15 each year, with each employee receiving a cost of ₱5,000.00. This incentive aims to enhance productivity among government employees.

Rice Subsidy:

PNP uniformed personnel receive a monthly cash reward equivalent to twenty (20) kilos of rice, amounting to a total of ₱650.00.
